Break down the requirements and activities. Identify what is known, what is assumed and what is missing. Map dependencies and the points where work passes between people or organizations.

Design the operating arrangements

Define responsibilities, decision authority, information flows and the processes needed to deliver the work. Test the arrangement against practical constraints.

Build the working record

Connect the scope, decisions, actions and evidence. Set up records that support reporting and review without repeatedly reconstructing the same information.
