Define what is being established or transferred

Break the scope into manageable work elements. Identify the people, assets, systems, knowledge and contractual arrangements associated with each.

Sequence the work

Build the schedule around real dependencies, staffing and access constraints. Distinguish dates relative to an award from fixed seasonal or operating windows.

Prepare the handover

Define responsibilities, continuity controls and the evidence required before a transfer. Plan knowledge capture, workforce readiness and follow-up after the change.
