THE WORK

Understand what is being evaluated

Analyze the solicitation, statement of work and evaluation criteria. Map the requirements to the response and identify where supporting evidence is needed.

Develop the delivery approach

Work through the operating model, organization, staffing, transition and risk arrangements. Make assumptions explicit and connect the approach to the basis of estimate.

Write and challenge the response

Integrate contributions into technical and management sections. Review compliance, supporting evidence and consistency across the narrative, tables and plans.
